It's a shame the writers didn't elaborate on those concepts.

Maybe the UEF thought the Masters were Malcontents attacking from somewhere in space, and that's why they mistook them for Zentraedi. So Dolza's fleet may have been destroyed, but the Malcontents had organized groups in space.
