In the classic sense, cleavage has always been a way of attracting male interest. Now, the subtlety of cleavage is debateable, but it's purpose is simple.

Now, in the current context, it serves a similar purpose, albeit from a completely different source. Guys made the picture, to appeal to other guys.

Actually, while I think that the cleavage in TSC is gratuitously large it is tasteful compared to the looping of Minmei's butt on the DVD menu of the remastered Macross Saga(which hardly anyone complained about if I recall correctly).
A lot of the complainers were just looking for something to complain about.

I would have to agree with RedbearDrum.

Even though the breast are rather large in comparison to the other RT series, it ain't too large, like we see with other anime series.

The resemblance is rather uncanny

The anatomy and some of the outfits were one of my main gripes with TSC. The three original series that Robotech used featured reasonably realistically proportioned characters, which I liked, but then we come to TSC and everyone's a generic Buff McManly or Tits McGee with flightsuits that look like they were spraypainted on with revealing holes where they're just silly. It feels like a superhero comic and, while I like superhero comics and don't mind that kind of shit there (full disclosure: Power Girl is one of my favourite superhero/ines and her current ongoing is one of my favourite comic series) it just doesn't fit Robotech as I perceive it. It's all about context.

Assuming it ever eventuates, Shadow Rising will presumably retain TSC's art style and therefore have similarly exaggerated anatomy. It's something that I'd personally like to see toned down but not something I expect to happen.
