Apart from the Hovertanks in the southern cross saga ,why was the rest of the earth forces mecha soooo poor in design it's like they were streteched for ideas considering the alpha fighter was already produced before the REF left earth!

Just the nature of the beast, I'm afraid. Because Super Dimension Cavalry Southern Cross and Genesis Climber Mospeada are set in different universes, mecha from one didn't appear in the other. Many of the mecha designs from Southern Cross (which became the Masters Saga) are quite odd, and contain design choices which make no sense, which was probably a major contributing factor in the show's premature cancellation (along with the unlikeable cast and weak story).
