Major Tom was created by Peter Young
(and yes, the artist was inspired by 'Space oddity' by David Bowie)

wait wtf who was that lip-syncing bozo? This guy got an actual thumbs-up from Davie Bowie himself:
He's a canadian astronaut who actually played guitar onboard the International Space Station

In answer to yoyr question: record companies more than once assume that English-speaking audiences prefer English versions over the original language. Here is the original version:
Anyone remember Nena, who caught the early eighties' fear for an all-out nucleair war in a song? The original German version, 99 Luftballons, was a hit in the USA (even number one in the charts, I think). Yet the British insisted on an English version, 99 red balloons.

Me, I guess.
Probably says more about me than Bowie. I prefer pop over artistic music.
For example, Genesis with Phil Collins as lead singer over the Peter Gabriel period.
Each to his liking.
Then again, it could be merely a matter of imprinting. Wasn't born in the seventies - eighties and nineties music simply feels natural to me.
